INTRODUCTION

Integration process in contemporary international relations is an increasing tendency and law of world development. The consciousness of mutual dependence of integration and globalization is demanded for the decision of many new world and regional problems in the twenty first century with which the world has faced for the first time. Actually the whole contemporary world is a combination of integration blocks, unions, groupings. The most stabilized is the European Union.

European integration is an impartial component part of international relations development. It is an important part of the world political system influencing to the process of the international development. The most advanced process of the contemporary stage is an European integration. In this research work political integration processes development problems in the European Union at the contemporary stage are considered.

The actuality of the research theme. At the present time the European Union is the largest and the most developed integration grouping of the world with which no regional block can be compared. It occupies a universal place in the world. Within the frame of this structure the integration of participating countries is realized: gradual rapprochement by means of limiting their rights through delegating authorities of supranational governing institution. The formation and strengthening of integration relations between European countries, being sovereign and independent, acquire a specific importance and actuality because of integration and globalization.

At the background of these world processes and tendencies at the present time every country comprehends its role in increasingly changing world. The problems of acquiring to comprehend well-deserved place in the world community is as important for the Republic of Kazakhstan.

The practical interest and in-depth knowledge of the European integration process, and first of all, the activity of the European Union is dictated by the time, and as for the Republic of Kazakhstan, according to the speech of the President of the country Nursultan Nazarbayev, the relations with the countries of Europe should be considered as strategic tendency. “ In the long-term perspective, which will in the near future come out on behalf entire Europe in the relations with the states of other regions… One should maximally used to real possibilities, which they are opened for the republic in connexion readiness the European Union for the expansion of political dialogue with Kazakhstan”.[1]

Problems’ scientific development degree. In spite of the whole actual, theoretical, and practical importance of the problems of development of the European Union and the European integration has not acquired the development level yet though they deserve it.

Ideological prerequisites of integration have been formed in the tideway of so called “the European idea”, i.e. intellectual trend during many centuries have been speaking for the war liquidation in the Western Europe and political union of nations and states. Among project authors there were the most outstanding representatives of the European social views and culture which faced the source of formation “the European idea” such as I.Kant [2], Zh.Monne [3], R.Kudenckhove-Kalergi [4] and others.

The European integration problems have been one of the most imperious one in the European philosophic and political science during many centuries. The main particularity of foreign researches is a great emphasis to the analysis of the political component of the European integration.

Numerous theoretical researches of the problem of Western European integration. One should emphasize D.Mitrani [5], E.Haasa [6], L.Bekker [7] and others among the most authoritative researches of the theoretical aspects of the integration. Till the present time in Kazakhstan there is a lack in scientific researches dedicated to the learning of problems of political and economical integration and the dynamics of integration processes in Europe.

The chronological framework cover period since 1990 - on the XXI. It is appeared and developed the European Union as political integration model.

The purposes of the diploma work is the learning of statistic and dynamic characteristics of the European Union as a political integration model of the twenty first century.

For the realization of the stated objective the decision of the following research tasks are supposed:

· analysis of the organization structure and legal order of the European Union;

· revelation of the European Union formation history periodization;

· disclosure of the essence of political integration;

· consideration of the theoretical models of the European Integration;

· analysis of the cooperation of Kazakhstan with the European Union.

The subject of the diploma work - is the European Union as the undergovernment (supranational) subject of political relations and new political reality of the 21st Century

Object of the diploma work - the integration processes in the political and socially - economic life of modern Europe, and also regularity and prospect for the integration processes within the framework of the European Union.

Methods of the diploma work.As the methodological base of diploma work comes out the halfparadigm nature of a study, according to requirements and to the trends of development of contemporary political science. Multifariousness and structural-functional complexity of the studied phenomenon predetermined the variety of utilised research strategies of methods. Relying on historical method, in the work were analysed conditions and reasons for the appearance of the European Union as historical phenomenon, were studied its economic, political, social and ideological forms from the point of view their dynamic history. System method it made it possible to examine the model of the integration of modern Europe as the self-organising system, which has constituent elements (political institutes, European right, sociocultural heritage), that is located in the complex interrelations between themselves and environment.

Structure of diploma work. Purpose and tasks of a study determined the structure of the diploma work: it consists of conducting, two heads, conclusion and the lists of sources and literature.
